The narrative loosely adapts the “Robot Rondo” chapter from the *Ghost in the Shell* manga, incorporating elements from “Phantom Fund.” Set in 2032, the story follows Batou, a cyborg operative from Public Security Section 9, who partners with Togusa, an agent with minimal cybernetic enhancements, after the events of the original *Ghost in the Shell*.

The duo investigates a series of deaths caused by malfunctioning gynoids—humanoid robots designed for companionship. These incidents are suspected to be premeditated murders, prompting Section 9 to explore potential terrorist or political motives. Further examination reveals that the gynoids contain an illegal “ghost,” suggesting that human consciousness is being artificially replicated into the robots, making them remarkably lifelike and potentially linked to the killings.

At a homicide scene, technology specialist Ishikawa identifies the victim as Jack Walkson, a consignment officer at gynoid manufacturer LOCUS SOLUS. The murder is believed to be an act of Yakuza revenge, as a previous Yakuza leader was killed by a gynoid. Batou and Togusa confront the gang at their bar, leading to a violent clash.

Later, Batou experiences a surreal encounter where he is seemingly warned by the Major and attacked by an unseen assailant. In the chaos, he almost harms innocent bystanders before Ishikawa intervenes. It is revealed that Batou’s e-brain was hacked, causing him to act against his will, likely as part of a scheme to discredit Section 9 and halt their investigation.
