During a 1991 Gulf War mission, Major Bennett Marco led a renowned U.S. Army unit. Sergeant First Class Raymond Shaw was awarded the Medal of Honor for his heroic actions in that operation, where he single-handedly took down the enemy and rescued most of his men. By 2008, the United States had changed significantly, marked by xenophobia, environmental decline, corporate dominance, and de facto martial law. Shaw had risen to prominence as a U.S. congressman, while his ambitious mother, Senator Eleanor Prentiss Shaw, secured his nomination as a vice-presidential candidate, overshadowing Senator Tom Jordan. Despite his reserved nature, Raymond confides in his mother and his childhood sweetheart, Jocelyn, Senator Jordan’s daughter.
Meanwhile, Marco begins experiencing unsettling memories after one of his former soldiers, Al Melvin, shares disturbing dreams about their past mission. Marco investigates and discovers that both he and Raymond had been captured and brainwashed during the war. Their captors included a group of scientists led by a mysterious South African man. During his investigation, Marco meets a friendly supermarket clerk named Eugenie (or Rosie) in New York City, who offers him a place to stay. While at her apartment, Marco discovers a small metallic implant in his back, which he accidentally loses down the drain.
Determined to uncover the truth, Marco confronts Raymond at his campaign headquarters, forcibly searching for a similar implant. After analyzing the device, Marco identifies it as a nanotechnological experiment linked to their manipulation.
