Description: Frank Drebin is honored at the White House, where President George H. W. Bush announces his decision to base the country’s energy policy on the advice of Dr. Albert Meinheimer, which will be revealed during the doctor’s speech at the National Press Club dinner the following week. Leaders of the coal, oil, and nuclear industries are concerned, as Dr. Meinheimer is a strong advocate for renewable energy. Meanwhile, Jane Spencer, now separated from Frank and working for Dr. Meinheimer, notices a suspicious van leaving the institute late one night. A maintenance worker discovers a bomb disguised as a clock, but the security guards accidentally trigger it.

The next day, Frank reconnects with Jane while investigating the explosion. During his visit to the institute, he meets Jane’s boyfriend, Quentin Hapsburg, an executive at Hexagon Oil, and becomes increasingly jealous. Later, Frank’s boss, Ed Hocken, finds him and Jane at a blues bar, but Frank misses the chance to reconcile with her. Meanwhile, at a meeting with energy industry leaders, Hapsburg reveals that he has kidnapped Dr. Meinheimer and replaced him with an imposter, Earl Hacker, who will endorse fossil and nuclear fuels at the Press Club Dinner.

Police Squad tracks down Hector Savage, the van driver involved in the kidnapping. When Savage realizes the police are after him, he barricades himself in a house, demanding money and a car. Frank intervenes by driving a SWAT tank through the house, accidentally allowing Savage to escape. The tank goes out of control, crashes into the city zoo, and releases the animals. Later, at a party, Frank notices that Dr. Meinheimer doesn’t recognize him, despite Jane’s claim that the doctor has a photographic memory.
